Step-by-Step Guide: How to Change System Language on Windows 8

8. To get the language pack to install, you need to click it from the list then tap Options.

9. On the language options page, click on the Download section.

Note: that downloading and installing this task takes time, maybe about 10 minutes.

After doing that, you will see the following page.

In the upper left corner tap the back arrow to get back to the time and language screen.

10. Tap the back arrow in the upper left corner to get back to the time and language screen. 

11. Click the language again then tap Set as Primary.

12. To get the change to take effect, you’ll need to either sign out and back in or restart your Surface.
